Tito José Crissien Borrero is a distinguished academic leader and executive with over 20 years of experience in managing higher education institutions, promoting science, technology, and innovation, and shaping public policy in Colombia and Latin America. His career has focused on organizational transformation, knowledge management, and fostering strategic partnerships between academia, government, and the private sector.
He served as Colombia’s Minister of Science, Technology, and Innovation, where he led regulatory reforms, promoted investment in research and development, and strengthened the national innovation ecosystem through impactful policies. Under his leadership, initiatives such as the creation of the National Scientific Council and the allocation of thousands of doctoral and postdoctoral scholarships were implemented, establishing a sustainable innovation policy for the country.
In academia, he was the Rector of the Universidad de la Costa (CUL), where he promoted institutional accreditation and academic program certifications, doubled the number of students and revenues, and positioned the university in international rankings such as Times Higher Education and Scimago. He is also the Executive Director of CienTech, leading technological transfer projects and promoting business innovation.
Crissien holds a Bachelor’s degree in Business Administration from CESA, an MBA from the University of Miami, and advanced studies in management and innovation from institutions like Harvard Kennedy School. His profile is complemented by a solid scientific production and active participation in academic networks and boards of educational associations.
Multilingual and passionate about innovation, his career reflects a continuous commitment to education, technological development, and public policy advocacy that fosters competitiveness and social progress in Colombia and the broader Latin American region.
